GA4 Consultant UK: Tracking That Holds Up Under UK GDPR, PECR and VAT

Most UK businesses that look for a GA4 consultant are not starting from zero. They already have GA4, a Google Tag Manager container and a cookie banner. The problem is that the numbers do not agree with each other: GA4 says one revenue figure, Shopify or WooCommerce says another, and Google Ads reports a third. This guide explains what is usually behind that gap in UK setups and what a good consultant should check first.

Why UK tracking has its own rules

The UK left the EU, but it did not leave privacy law behind. Tracking here sits under two pieces of law at once: UK GDPR, which covers personal data, and PECR, which covers cookies and similar technologies. The ICO enforces both, and in recent years it has written directly to large UK websites about cookie banners that make rejecting harder than accepting.

The Data (Use and Access) Act 2025 has opened the door to consent exemptions for some low-risk analytics cookies. That does not cover advertising tags. Google Ads, Meta and TikTok pixels still need consent, so a UK setup has to treat analytics and marketing tags differently inside Consent Mode v2. A consultant who sets everything to one consent state is either losing you data or exposing you to a complaint.

Three problems we see again and again in UK accounts

1. VAT in some places and not in others

UK prices are shown with 20% VAT, but platforms report revenue in different ways. GA4 may receive the VAT-inclusive total, Google Ads may receive the net value, and the finance team reports something else again. Nothing is broken, yet nobody trusts the numbers. Deciding once whether conversion values include VAT and shipping, and then sending the same value to every platform, removes most of the arguments in monthly reporting.

2. Consent banners that silently block the purchase event

Many UK sites use a CMP such as Cookiebot, CookieYes or OneTrust. If the banner loads after GTM, or if tags are set to wait for consent but the update never fires, purchase events simply do not reach GA4. The fix is ordering and testing, not a new tool.

3. Several domains, one business

UK brands that sell abroad often run .co.uk, .com and country sites side by side. Without cross-domain settings and a clear plan for which GA4 property gets which data, sessions break every time a user moves between sites.

A real example: 10+ domains in one container

For Guinness World Records, a London-headquartered brand, we built a multi-domain GTM architecture covering more than ten country sites plus a Salesforce-powered journey app. One container routes each region to the correct GA4 property, so the team gets clean regional reports without maintaining ten separate setups. You can see the project summary on our portfolio page.

What a proper UK GA4 audit covers

  • Order-level reconciliation between GA4 and Shopify, WooCommerce or Magento, including VAT and shipping treatment
  • Consent Mode v2 checks against UK GDPR and PECR, with analytics and ad tags handled separately
  • Google Ads Enhanced Conversions and Meta CAPI deduplication with a shared event ID
  • A decision on whether server-side tracking is worth it for your ad spend

Questions to ask before you hire

  1. Do you send conversion values with or without VAT, and why?
  2. How do you treat analytics cookies differently from ad tags under PECR?
  3. Can you show a past reconciliation of GA4 revenue against backend orders?
  4. Will you audit the existing GTM container before changing anything?

FAQ

Does a GA4 consultant need to be based in the UK?
No. The work is done inside GTM, GA4 and your website, so it is fully remote. What matters is knowing UK GDPR, PECR and how UK e-commerce platforms report revenue.

Should conversion values include VAT?
Either can work. The important part is using the same rule in GA4, Google Ads and Meta so that ROAS and revenue reports can be compared.

Is server-side tracking worth it for a small UK shop?
If you spend regularly on Google Ads or Meta, usually yes, because ad blockers and Safari limits remove part of your browser data. If spend is small, fixing consent and the purchase event first gives a better return.
